Home care in the garden by the sea
Penarth is a Victorian seaside town on a headland just south of Cardiff, known for its pier, its parks and its tall red-brick villas. Families searching for home care in Penarth are supporting parents in the town centre and around Victoria Square, along the Esplanade and Marine Parade, in the flats at Penarth Marina, in Lower Penarth and Cogan, in Llandough, and in Dinas Powys and Sully. Many older people here live in large period houses with steep stairs and gardens. A carer who lives in helps your relative stay in the home they love.
We also arrange care in Cardiff, Barry, Caerphilly, Newport, Pontypridd and Bridgend.

Llandough, just up the hill
University Hospital Llandough, run by Cardiff and Vale University Health Board, is on the edge of Penarth and provides inpatient, rehabilitation and older people's services, while emergencies go to the University Hospital of Wales in Cardiff. A live-in carer in Penarth arranged before discharge means your relative can come home as soon as they are medically fit, to someone ready to help.
Vale of Glamorgan Council in Penarth
Adult social care in Penarth is provided by the Vale of Glamorgan Council, which carries out free needs assessments and carer's assessments. In Wales there is a weekly limit on what councils can charge for care and support at home, worth checking once your relative is assessed. Care services are regulated by Care Inspectorate Wales, and Attendance Allowance is worth claiming whatever your relative's income.
The pier, Alexandra Park and the barrage
A walk along the Esplanade to the art deco pier pavilion, a sit in Alexandra Park or Windsor Gardens, or the level path across the Cardiff Bay barrage are favourite outings, and Cosmeston Lakes are close by. Many older residents have lived in Penarth for decades and have family in Cardiff. If your relative prefers Welsh, tell us when we match. Couples can stay together with one carer supporting both. You choose your carer from matched profiles before anything is agreed.

Funding & regulation
Paying for care in Wales
Home care is regulated and funded differently in each nation, so the route is not the same everywhere. Here is how it works where you live.
Read our full funding guide →Who regulates care here
Home care in Wales is regulated by the Care Inspectorate Wales (CIW). They inspect and register home care services to make sure standards are met.
Where funding comes from
Apply through your local authority's social services department. Funding is means-tested by the local authority, with the Welsh Government setting a capital limit above which people fund their own care. What a council can charge for the care at home it arranges is capped at £100 a week (2026/27); privately arranged live-in care is paid separately.
How we fit in
Live-in Care Direct is an introductory agency. We introduce self-employed carers to families rather than employing them, so you contract directly with your carer and keep the choice of who provides your care.
Our carers
The people who would be caring for your family
Our carers are spread across the UK, supported by regional care managers. Every one is interviewed in person, enhanced DBS checked and reference-checked before they are ever introduced to a family — and you choose who moves in.
- Interviewed face to face, never hired on paperwork alone
- Enhanced DBS checked, with references verified
- You meet and approve your carer before they start
